Competency Matters: Ensuring Safe, High-Quality Patient Care

Providing safe, high-quality patient care starts with ensuring that every member of our clinical team has the knowledge and skills necessary to perform their responsibilities effectively. UCR Health's Clinical Competency Policy establishes a standardized process across all clinic locations to validate that clinical personnel can safely perform assigned duties. Competency is not a one-time achievement; it is an ongoing commitment that begins during onboarding and continues throughout employment with annual reassessments and additional remediation when needed.

Under the policy, clinical staff must successfully complete onboarding education and competency validation before independently performing tasks within their scope of responsibilities. Competencies may be evaluated using a variety of methods, including direct observation, written testing, return demonstrations, and other approved assessment techniques. Core competency areas include patient identification, infection prevention, personal protective equipment (PPE), documentation, specimen handling, point-of-care testing (POCT), medication and vaccine safety, emergency response, privacy practices, and role-specific clinical duties.

Maintaining competency is a shared responsibility. Clinical Operations oversees the program, Clinic Managers coordinate implementation, and employees are responsible for completing all required competency activities. Annual competency assessments help ensure continued proficiency, while remediation and reassessment processes support staff who do not initially meet competency requirements. Through this structured approach, UCR Health reinforces its commitment to patient safety, regulatory compliance, and consistent standards of care across all locations.
